Undervisnings- form: The classes will consist of seminars and discussions of both theoretical perspectives and case studies. Approximately 33% of the learning time will be in seminar, 33% in case study, and 33% in focussed discussion.

Indhold: This course studies the rapidly evolving relationships between global public policy and the institutions of global governance, including an understanding of how such institutions themselves provide forms of international, transnational, and supranational public policy. The course reflects two sides of this relationship: what is the impact of emerging global governance on national public policy? And what is the role of national and regional public policy within institutions of global governance?? Besides describing such recent developments and the challenges these present to changing understandings of public policy, the course provides important theoretical approaches from organisational theory, public policy, globalisation and global governance. The course will provide the analytical tools for understanding global public policy and global governance, and will use a series of case studies to analyse this. Students will thus have the opportunity to develop critical and analytical faculties in the contextual analysis of these case studies, including presentation skills. The key debates and discussions of the normative challenges to the public policy of EU member states, the complex interplay of current international crises, and the role of rapidly changing public policy are at the centre of the course.

The seminar begins by contextualising the understanding, theories and history of global public policy and global governance. The course will secondly focus on the policymaking processes including both actors and structures of global governance. The third part of the course looks at the interaction of the institutions of governance, the regional governance organisations, transnational actors, and the role of national administrations in the institutions of governance. The course will then fourthly study a series of themes in order to provide empirical illustrations of the interlinking of global public policy and global governance in areas such as peace and security, economics, the environment, social issues, politics and global governance. Throughout the course, a series of case studies will be used to provide concrete examples and develop analytical skills of global public policy and global governance. This will involve examining the role of national, international and supranational actors and organisations. Questions raised in the course include more empirical issues such as what are the predominant institutions of global governance under conditions of globalisation? How is public policy global within these institutions? How do institutions of global governance impact on national public policy? How do actors in national and international settings interact with these institutions of global governance? What theories best explain such roles, interactions and impacts?

Kompetence- beskrivelse: The course will strengthen the ability to analyse and evaluate public policy in general. By using analytical tools from political science, the course is relevant for employment in public administration, international organisations, EU, NGOs and journalism.

Målbeskrivelse: The aim of the course is to enable the student to:
  • Describe the recent evolution of forms of global governance and the challenges these present to public policy.

  • Present central theoretical perspectives of organisation theory, public policy, globalisation and global governance.

  • Apply these theoretical perspectives to contemporary themes in public policy, including international organisation, economic issues, environmental issues, and social issues.

  • Analyse the normative challenges to EU member states, and the range of public policy responses available under current conditions.

  • Understand the complex interplay of the economic, social and political crises in global governance and their consequences for public policy.

  • Be familiar with the role of current public policies in a context of global governance in order to better understand the challenges to modern liberal democracies.
